The Health app does not show any data in the steps dashboard display on my iPhone
Do you have fitness tracking enabled? Settings > Privacy > Motion & Fitness > Fitness Tracking (toggle)
Which iPhone model do you have?
The same thing happens on my iPhone 4s (16GB)

The iPhone 4S does not have a motion co-processor. By itself, it will not count steps. You'll either need an external device that syncs with Health (e.g. Garmin Vivosmart) or an iPhone 5S or later.
