After reviewing your post, it sounds like you are using My Photo Stream and deleting a photo on the iPhone is not deleting it from the Mac. I would recommend that you read this article, it may be able to help the issue.
Delete photos from My Photo Stream - Apple Support
When you delete a photo from My Photo Stream on an iOS device, Mac, or PC, that photo will be deleted from the My Photo Stream view on all your devices after you connect each device to Wi-Fi or Ethernet.

Tks for the reply.
I am actually using the iCloud Photo Library for my iMac my iPhone etc..
When I download a new set of images from my Camera onto my iMac I use the new Photos software.
Then I delete the photos I no longer want to keep.
And I create an Album with these pictures I held onto.
Problem:
on my iPhone and on iCloud.com/photos however
I found All the photos, Including the ones I deleted in Photos on iMac
and I do not find the new album I created on my iMac.
I have made sure to have my iMac and iPhone both connected to Wifi.
Any idea why this is happening?
