Photos dont upload to icloud... Photos app using 50% battery

Battery has been terrible lately, looking at battery usage stats I see photos app using the majority..

icloud is on for photos but it's stuck on 4k+ photos to upload, on wifi and plugged in it won't upload.. When I'm int he photos app, in the photos tab, the activity indicator never stops, on other phones it usually says last updated time.

I've tried turning turning it off and back on again, also turned on icloud off and back on...

This is an iPhone 5s, on ios 8.3
