Close Pages and reset your iPad.

Double tap the home button and swipe the Pages preview thumbnail off the top of the screen. Tap the home button once. Reset the iPad by holding down on the sleep and home buttons at the same time for about 10 seconds until the Apple logo appears on the screen. Then launch Pages and try again.

If that doesn't work go to Settings>General>Reset>Reset all settings. No data will be lost but you will have to start from scratch with all of the iPad settings and this should reset the Privacy settings to default. Then hopefully you will be able to go into Settings>Privacy>Photos>Pages>On and go to Settings>Pages>Photos>On and that will do the trick.

When you reset all settings it is normal for the iPad to reboot on it's own so don't be alarmed if that occurs.
