Q: Why can't I sign into FaceTime or I messenger since installing iOS 8.3 on my iPad?

I Installed iOS 8.3 on my 3rd generation iPad, but now I cannot sign into FaceTime or I messenger, so does anyone have a solution?

If you can't make or receive FaceTime calls - Apple Support

If you can't send or receive messages on your iPhone, iPad ...

If you get an error when trying to activate iMessage or ...

if it persists join the discussion at "imessage and Facetime sign in activation error iPad ios8.1.22" where there are many suggestions but also a growing frustration with a that is still there at 8.3
