can't send messages with iPod Touch 5g

I'm using a IPod touch 5th generation ios 8.3. When I use iMessage and try to send a text to my friends phone number it won't send and my friend has a iPhone 5. I'm not sure if I can send messages to other people using their phone number and that have a iPhone.
