Safari progress bar does not progress

Roughly every other day Safari will start to update to a different page and then freeze when the progress bar is about 15 or 20 percent of the way across. At that point the only thing to do is shutdown the IPad and restart. I have tried resetting the network and resetting everything. Still happens. I believe this started about the time I updated to IOS8. Any suggestions would be appreciated. Nothing else I do seems to be affected.
