m4r file isn't accepted into iTunes?

No matter what I do my iTunes 12.1.2 will not accept an m4r file into tones folder?

iPhone 6, iOS 8.3, Itunes version 12.1.2

I have decided to delete the entire thing and then redownload, now it copies into and m4r fine but it won't cut the duration from the full length. Yes I have changed the file type and I also closed and restarted iTunes. I have the start and stop checked where it want it to do those things. Also I can no longer create an mp3 files because "They could not be found"
