I believe Family sharing is more to sharing purchase content through the iTunes and App store. I've never enabled Family Sharing, so I don't know a lot about it.

You can turn on Home Sharing and share whatever you like on your network. Open iTunes preferences and go to Sharing. All active Home Sharing devices should show up in the iTunes sidebar.

You can always share music you have added to iTunes from a ripped cd, just sync a device with the iTunes library that contains that music. Family Sharing is strictly for sharing purchases (music, apps, movies, TV shows)  made from the iTunes store using one Apple ID with people who use a Different Apple ID. If you just want to add ripped music to other devices than your own then you do not need to enable Family Sharing.
