Ipad won't turn on after doing a restore on itunes

So my Ipad 2 was stuck on the apple logo when charging & when i unplugged it after i left it charging over night it showed a battery icon that it was dead & needed to be charged but once i plugged it into the comp it went straight to the apple logo & stayed on there so i restored it & it's still the same. It won't turn fully on it'll stay on the apple logo or the dead battery icon will flash. Is there any way i can fix it & have it working again?
