Apple TV not downloading and continually restarting.

Apple TV not downloading and continually restarting. Only downloads when I actually select the "Downloads" heading from the Settings Menu, and even then only downloads 1% then cuts out and restarts but does not continue the download. I changed my Broadband provider recently, do I need to resync it with my iTunes and how do I do it?
