Photos (1.0) pictures taken by iPhone 6+ (version 8.3) pics in DC and Virginia located in Western Mediterranean Sea, Valencia, Balearic Sea & Valencia. Started happening March 28 through last night. (April 18th).
Is this a phone, ATT&T carrier, Apple iCloud or very weird hack?
How can I correct the location meta data?

Photos does not support changing location 😟
You would need to do this in iPhoto or another app then reimport the image.
I suspect the abnormal location data arose in the phone itself but difficult to say unless you can open in another location aware app to test.
I have this same issue too, but it only happens when I'm taking photos from my Parrot AR 2 drone. It has happened from my 4s to my 5s to my 6s Plus. Always with the drone. Always Baeleric Sea.
