Some of the 16 or 32 gig is taken up by iOS and the built-in apps (and how a gig is calculated), so you will have less than that for your own content - it's something like 13 gig for the 16 gig model, my 32 gig mini 2 shows 26.6 available to me.

If you want to store a number of films on it then 32 gig will be the minimum that you should get, HD films can be over 5.5 gig each. Some game apps can also be quite large (e.g. Grand Theft Auto 3 is listed in the store as 483 meg). Most ebooks tend to be fairly small (generally around the 2 meg mark), though some books (e.g. textbooks and those with audio or video) can be over 1 gig.

Do not get the 16gb. You will be disappointed in how fast you fill it up. Movies and games can take a lot of space, depending on the game and movie. If you were just doing email and the internet and a few apps I would say 16, but go for 32 or more.
