Blacklisted iPhone 6

Hello guys I have a blacklisted iPhone 6+ from AT&T, but it was already unlocked by them so it could be used in any carrier my question is can I use it in Mexico even if it's blacklisted? And does the blacklist block only work in the U.S.? Thanks.
