The previous iPhoto had an effect that enabled me to blur the sides of the photo to make it oval in shape. Why has this effect not been continued with the new iPhoto

It's in the Adjust section in the Edit mode under vignette:
To get all of the adjust features to display click on the Add
No, it is not! It is the previous issue of iPhoto.
You're right. I have never used feature that in iPhoto before an some of the vignette process was similar to that but darkened the surrounding area to much.
