Can't access/upload Photos from iPhone to Windows 7

Hello Beautiful People 😝,

I'm having an issue getting Pix from iPhone uploaded to My Computer

I can access and view ALL Photos on my iPhone, so I know they're 'there', but am stumped...

- I have 'All Photos' under Albums on my Phone. No Camera Roll

- iCloud Photo Library is on

- Phone set to optimize iPhone storage

- Upload to My Photo Stream is on

- iCloud Photo Sharing is on

- Keep Normal Photo is on

When I am able to (it doesn't always let me), I can look at the Apple phone Internal Storage DCIM Folder, but it only shows 3 photos, if any at all. I am using the latest Software on the iPhone, and this has been an issue for me since before the latest Update - I don't know if this is linked, but I noted this as an Issue when iOS 8.0 was first released.

Any help would be gratefully received! I NEED these photos off my phone - Holidays and similar... 😐
