Delete files without moving to trash; Set max Trash size?

This is really 2 separate questions that I wanted to consolidate into one post.

1) Is it possible to delete specific files without moving them to the Recycle Bin?

2) Is it possible to set a maximum size on the the Recycle Bin?

These are both Windows features that I sorely miss on the Mac.
