Need to reset iCloud password

My Step-Mother forgot both the Password for iCloud and she also input an incorrect Birth Date by accident when creating her account, so we can't go the normal route to changing it. Could I simply make a back up of the Photos on her phone with iPhoto and copy down her contacts by hand and reset the phone completely and create a new iCloud account to then be used? That way she can go on to using the phone normally, so she can download apps and music. (Had a lapse of intelligence a for moment and posted under iPhone at first, when this seems clearly the better category)
