ICloud - can't delete old apple id

My previous Apple ID keeps appearing in my Iphone's ICloud account and I want my new Apple ID to appear.

I cannot delete the ICloud account, because I cannot access the password. This is an email account I no longer have access to,and when I go to set a new password in Apple ID, it won't recognize my birthdate.
