Screenshot shutter?

My phone is always making the shutter sound as I take a screenshot, even if I have my phone muted. But it only makes the shutter sound, it does not make the lock sounds or the keyboard clicks. I did not have this problem with my old iPhone 4s, and they are both the same region (so it wouldn't be a regional problem) Any advice?
