That indicates a network issue

What is the current connection via speedtest.net

Make sure DNS is set to auto (settings - general - network)

If on wifi try Ethernet

What app or apps? I've only ever seen this on live sports streaming apps (NHL and MLB) but not often. As vazandrew wrote, it is usually a network issue. If I see this happen, I often also see my resolution diminish when I resume the stream.

I usually use Filmon app and air Video app from my iPad I also use Unlocator which you have to change your DNS but I had this problem even before I used UnlocatorI don’t know exactly what kind of network is (I am in Cyprus) but if this would help when I set up my Time Capsule I had to use the (over the bridge)

You will need to set the DNS back to auto. Connect the Apple TV to your time capsule via Ethernet cable to see if it persists
