iPhoto will not quit, will not force quit, and if I turn off my mac and turn it on again, it is still trying to import photos from my disconnected iphone6. What shall I try next??

Open the iPhoto Library Package:
Select the iPhoto Library in the Finder. By default it is in your Pictures folder.
Then launch iPhoto again.
If iPhoto now is working again, check the folder you removed, if there are any photos that you want to keep and save them.
If you cannot quit an application even with force quit, you can usually kill it from the Terminal.
killall iPhoto
If that does not suffice to terminate iPhoto, try this modification:
killall iPhoto -KILL
The "kill" command sends a signal to the process to be terminated. Without a signal name as parameter, it is the "TERM" signal, the same as "Force Quit" will send. This request can be ignored. The "KILL" signal is the ultimate killer, it is not catchable and cannot be ignored.
