Installed latest iOS to iPad. Now, seems frozen. Displays a cable with arrow pointing to iTunes. What to do to get my iPad back?

iPad, iOS 8.3, Does nothing, Cannot start or use.

That means that the iPad went into recovery mode, Something went wrong when you tried to update the device. Plug the iPad into your computer, launch iTunes if it doesn't start up on its own and follow the instructions here.
