It sounds like it is telling you that you don't have enough free space on the hard disk drive where your Photos Library is located. A MacBook Air only has one drive (if you don't have an external drive connected) so it is telling you that your drive (SSD) is nearly full. If you go to the Apple menu and click About This Mac and then click Storage it will show you how much free and total storage you have (e.g. 73.97 GB free of 120.14 GB).
