Your post is not at all clear
There is no "new pictures" app - I assume you are talking about the new Photos App? Is that correct?
What exactly are you trying to do and exactly how are you trying to do it?

I edited the original question and fixed "Pictures" to the "Photos" app, I don't know why you don't see that. Second of all, when I still had iPhoto and I had my multiple albums, I was able to "drag" and add my new pictures into the albums, but now that doesn't work for the Photos app.
In Photos for Mac you can drag photos from a folder on your desktop or similarinto existing albums. But the albums have to be regular albums and created by you,. You cannot drag into a Smart album. And you cannot drag into a folder.
If you want to import photos by dragging to albums, show the sidebar (View > Show Sidebar ⌥⌘S). In the sidebar you tell by the icons the type of an album, if it is a regular album or a smart album.
