I bought used ipad 2 it wont let me set up because its still under another apple id and password.and there is no way of getting ahold of previous owner?

Take it back and get your money back. The activation lock cannot be circumvented.
I tried...and well problem is...i bought it at a garage sale and supposedly the people that was having the garage sale had a daughter that had passed away a couple months prior.the parents have no clue as to what the id would be or the password!!!
