iphone 6 plus hotspot IP address being blocked by Outlook 2013?

I am using my iphone's hotspot as a modem to send emails from my latop but when I send emails from Outlook 2013 I get the following error message:

I have restarted both my phone and the laptop to change the IP addresses, it worked briefly but then didnt work again!!

PLEASE HELP!!!!
