Not uploading

A few questions...

Does the Photos app need to be running for the photos to upload to iCloud?

Does uploading continue when the Mac is asleep? Via power nap?

After uploading a few hundred photos, uploading now appears to have stopped. How do I fix this? I see a number of other people have a similar problem.
