It is very likely seriously damaged.

Leave it in the rice for several days to a week. Not sure 24 hours will do much.

Apple would have to make that determination.

Make an appointment at your local genius bar. They will tell you if it qualifies for an out of warranty replacement.

If it was salt water the phone is dead. You should be eligible for an out of warranty replacement for $299, as long as the phone was never jailbroken or opened.
