I being trying to update an app i it says that i cant purchase at this time anyone else with same issue or solution thanks

I've had a few issues. You can try to go into the settings, iTUnes and App store, sign out and then sign back in.
Or you may simply need to wait it out for an hour or overnight. I had an app update that took me 24 hours before the download would work. Another time siging out and back in allowed it to work.
