Siri is built in to the iOS on all iPhones from iPhone 4s on.
If it is not on your husbands iPhone then it is either turned off in settings or it is an iPhone 4 or earlier.

Apr 19, 2015 9:43 PM in response to janice from sun cityby weruto112,im not sure like he said it might just be thrned off but I fix iPhones for a living and i have noticed that a lot of 4S phones have come in with voice command rather than siri might just be a software issue but try the setting if not then I would talk to apple about it might be a recall model

Apr 19, 2015 9:49 PM in response to janice from sun cityby sberman,I have seen many threads on the forum with this question. Every single time, it turned out the person did not really have an iPhone 4S, but instead had an iPhone 4, which does not support Siri.
You might check Settings > General > About > Model and post the result here.
Or check the model number yourself as shown here:

Your husband needs a later version of iPhone for Siri. The iPhone 4 was released in 2010.
