Q: Mail not recognized
I set up my mail account using "settings", "mail,contacts, calendars". All setting are identical to my settings on other devices. When I click on the "Mail" icon at the bottom it takes me to "Welcome to Mail" page with iCloud, Exchange, Google... listed and not to my mail account. My question is why? I have double checked all my entries and, like I wrote, they are identical. Any assistance is appreciated.

You need to restore your iPad mini to factory settings.
Connect it to your computer, open iTunes, find your iPad under Devices and select the Restore button. Don't forget to back up the important files.
