ICloud is greyed out in Settings

I Signed out of iCloud to update my account details and now it's greyed out in settings and won't let me sign back in. Restrictions is turned off so that's not the problem. I have reset my iPad and that didn't work either. I'm using an iPad Air with iOS 8.3.
