How to get Photos library to show up in Safari upload?

I am trying to upload a picture using the file browser in Safari, and when I go to the Photos library, it says "Open Photos to see your photos in this list." How do I access these pictures? I have my Photos library set as the system photos library. It is on an external hard drive, I don't know if that would make a difference.
