Is there a way to shut off my daughters data except incoming and outgoing calls to Mom, dad, & 911 only? I need my daughter to have her phone on her so I can track her and be in contact, however I need to stop her from bad things she has access to otherwise.

Some carriers offer services that do part of what you want. However, the phone will still connect to the internet through WiFi. If all you want your child to have the phone for is for calling parents and 911, the iPhone is probably a bad choice. A basic phone is much more controllable. Carriers offer ways for parents to track those phones, too.
