i lost my phone and i have been trying to use the find my iphone app, but it cannot locate my phone because my phone doesn't have wifi and the cellular data is turned off. is there any way i can turn the cellular data back on if i don't have my phone or through itunes?

you can use it clean all data on your phone if other one open your phone. So this way you cellular data will be turn off. but this way all your iphone data only can get back by such as tenorshare iphone data recovery and other itunes data recovery tool.
