I have purchased an app (3D Brain) and it has an in-app purchase. When I try and purchase it, i receive the following message. "you do not have permission to purchase the upgrade from the iTunes store" . I have checked my settings, credit card etc

I have purchased an app (3D Brain) on my iPad mini and it has an in-app purchase. When I try and purchase it, i receive the following message. "you do not have permission to purchase the upgrade from the iTunes store" . I have checked my settings, credit card etc and okay.
