MY iphone was stolen and unfortunately unlocked. i got on my ipad to track my phone and it says its offline. Does this mean its just Powered off? Or could this also be that they turned the find my iphone switch off? Anyone know?

It means it is powered off, or at least not connected to the Internet. They cannot get around Find my iPhone's Activation Lock without your Apple ID and password.
