Lost GarageBand after iPad restore?

I had to do a restore for my iPad (iPad Air, version 8.1.3), and I went to re-install GarageBand and iMovie (they were free when I first got my iPad, Christmas 2014), but, i would have to pay for them if I wanted them back! I really love GarageBand, why can't I just re-download it from the cloud? Help help help!
