How do I enable Quicktype on iPhone? Standard procedure seemingly not working.

I think I'm following the proper procedure:

• Quicktype showed up, was there for a few weeks maybe, then disappeared.
• There is no grey bar above t and y in the keyboard to swipe up to reveal the Quicktype space.
• Predictive is turned on in settings>general>keyboard.
• With a keyboard open, if I press the keyboard selection button and slide up to the "predictive" bubble it appears dim and is non-responsive when I try to slide it to the "on" position.

What am I missing .... probably something obvious (I hope). Thanks in advance.
