iPhone 5 will only darken camera images

My iPhone 5 running 8.3 will not brighten photos before i take them.

When i touch the screen and the square comes up with the little sun, if i slide up it has no effect on the image. If i slide down, the image darkens as it should.

This is with the stock camera app.

I have restarted the phone as well as the app. This issue has been present since 8.2
