I have iTunes credit in my account but i want my iCloud storage plan to use my credit card instead. Is there some way to do that?

I believe it taps into the credit first before tapping into the credit card.
No. I was never able to resolve it. It still uses the credit first before using the credit card and I don't think there is any way to change it.
I think it's an internal bug/issue. Perhaps you can let Apple know about it to further improve their system -- http://www.apple.com/feedback/
