Sim STK not available on iPhone 5S IOS 8.3

I have recently upgraded to an iPhone 5S from an iPhone 5 and noticed under the phone settings that dial assist and Sim applications no longer exists on the new phone. Both phones are running ios 8.3.

Is anyone aware whether this is standard on iPhone 5S' in comparison to an iPhone 5? and if so why?
