Contacts at iCloud are old. Why are they not syncing?

Hi - I can't figure this out and it's extremely frustrating. My contacts list is fairly old at iCloud so it apparently has not been syncing with my phone properly. I want the cloud to reflect what's on my phone but it's not happening. How can I get the icloud Contacts to become current again? Ultimately I'm trying to sync it with my new iPad but I need the cloud to be up to date first. Yes, I do have "contacts" turned on in the settings area of iCloud on my phone. Any help is appreciated.
