I can't call a person that doesn't have an iPhone, by my MacBook?

I already connected my two devices (iPhone and MacBook pro), and read the help guide about what the new Os X Yosemite...

I did everything that they said, I can call via FaceTime, I can use text messages, but it doesn't work the calls to people that doesn't have an iPhone.

Am I right? or how do it works?
