Regarding Approval Process for an Indian Login based app

I am working on an app for an Indian Telecom operator. To register into the app, one needs a valid Indian mobile number to login and experience the app. The login can happen only on the respective mobile network or via OTP, which would be sent to the number via SMS and Email.

I need help to ensure that the app goes through review seamlessly? To let the review team test the app, I can't create a dummy login. It has to be a real number.

How do I go about it? What all info can I provide while submitting it to the App store?
