ios restrictions on Allow iCloud Documents

Hi ,

Through Apple Configurator if you disable Allow iCloud Documents and Data (IOS restrictions) we will not be able to upload photos automatically in iCloud (iCloud Photo Library) and also the iCloud drive will disappear.

Do we have any other possibility to upload photos automatically with out enabling Allow iCloud Documents and Data , are we still using iCloud Photo Library beta version?
