Why won't my shortcuts STAY deleted after I've deleted them?

Why now for months is Apple not fixing the problem with shortcuts? I keep deleting ones I no longer want and they keep constantly keep reappearing. I've tried numerous things to try and fix this problem with nothing seeming to help. They need to fix it! It's so aggravating!
