I'm trying to clear up some space on my iphone and based on the usage it shows I have 1.8g in my photo library. I've deleted every photo and video, done a hard boot and it still shows that....
You did "empty the trash", so to speak, did you?
If on iOS 8, there's a new photo collection called "Recently Deleted", where all 'deleted' photos from the Camera Roll and others go. You have to open that, Select, Delete All and confirm before the photos will be truly gone.

Yep - Did that. All pictures, albums are gone, but storage still shows 1.8gb in my photo library.
I've deleted all my pictures, but storage still shows 1.8g of photo library...Please help
