Location Services not working with update of iOS 8.3 on iPhone 4S

I have an iphone 4S, and since I updated my iphone's software to iOS 8.3 the location services aren't working on third party apps and apple original apps like maps.

The locations service option is turned on in the general settings menu but nothing changes, I have to use wifi to get my current location and that drains my battery much faster.

I have tried resetting the network settings and turning on and off the phone.

Does anyone have any other solution?
